(Adnkronos) – “Non è stata una grande concept quella di far partire la campagna elettorale dalla disputa sul presidenzialismo. Non perché il tema non sia legittimo. Ma perché di lì in poi ha preso le mosse un ulteriore inasprimento degli animi che a questo punto non sembra risparmiare nessun argomento: dalle tasse ai vaccini, dalla giustizia alla sicurezza. Una radicalizzazione che non promette nulla di buono in vista della prossima legislatura.

Ora, è chiaro che una campagna elettorale non è mai un pranzo di gala, e che i partiti e le coalizioni nascono per sfidarsi, contendersi il governo e giocare sulle reciproche differenze. Anche con qualche asprezza, se del caso. Ma tanto più occorrerebbe mettere al riparo le istituzioni da tutte quelle differenze, e quelle controversie, che segneranno le prossime settimane -e probabilmente anche quelle successive. Litigando, ma all’ombra del honest play.

Dunque sulla forma di Stato, almeno su quella, si dovrebbe decidere di decidere assieme, per quanto possibile. Magari stabilendo di demandare la questione a una assemblea costituente. E comunque evitando di mescolare impropriamente il Quirinale che c’è e il governo che verrà.

Chi scrive è affezionato alle regole che abbiamo, e dunque è probabile che dalle mie parti spiri il vento di un certo conservatorismo istituzionale. Sta di fatto però che tutti i capi di Stato scelti in questi ultimi anni hanno saputo conquistarsi strada facendo i consensi e gli apprezzamenti anche di quanti sulle prime non li avevano né apprezzati né votati. Segno che il sistema a quanto pare funziona abbastanza bene e non sembra aver bisogno di troppo drastiche revisioni.

Non che il presidenzialismo sia un preannuncio di dittatura. Tutt’altro. E’ un sistema che ha radici antiche nella democrazia americana, e radici più recenti in quella francese. Due storiche democrazie, per l’appunto. E occorre riconoscere che certi fantasmi che aleggiavano in casa nostra fino a pochi anni fa sui rischi autoritari impliciti nel gaullismo si sono rivelati francamente esagerati alla luce dei fatti.

E però proprio quei due esempi dovrebbero indurci a un briciolo di cautela in più. Al di là dell’Atlantico la Casa Bianca è diventata infatti l’epicentro di una disputa politica che ha assunto by way of by way of tratti più drammatici e allarmanti. E al di là delle Alpi l’Eliseo si trova ora a fare i conti con assemblee parlamentari che non annunciano di certo vita facile. Come a dire che in questo campo ogni rosa ha le sue backbone, e che l’illusione di eleggere in presa diretta un re taumaturgo capace di guarire con la sua presenza ogni male dei suoi sudditi si rivela assai più improbabile di come possa apparire a uno sguardo distratto e/o incantato.

La scelta fatta a suo tempo dai padri costituenti period stata improntata infatti non per caso a una maggior cautela. Si voleva un garante, non un chief. E quel garante period stato poi scelto di volta in volta non perché risolvesse a proprio favore il conflitto politico ma all’opposto perché fosse capace di temperarlo con la sua saggezza. Del resto, anche oggi, l ‘illusione che un capo di Stato eletto direttamente possa ridare alla politica lo smalto perduto appare piuttosto vana. Specie in tempi di globalizzazione. Tempi cioè nei quali un paese ha bisogno più di armonia che di imperio, più di un potere sapientemente orizzontale che di uno troppo verticale.

Ora, potrà anche capitare che prima o poi quel sistema venga cambiato. E non sarebbe uno scandalo, dovesse accadere. Ma dovrebbe trattarsi appunto di una scelta maturata insieme, ben soppesata, capace di garantire in altre forme e altri modi quell’equilibrio di forze e di responsabilità che è cruciale per il buon funzionamento della democrazia. Tutte cose che richiedono appunto un’intesa advert ampio spettro e suggeriscono, almeno per ora, di tenere l’argomento al riparo dalla disputa elettorale.

Consigli troppo ovvi per essere ascoltati, e troppo ovvi però per non essere ripetuti”.
