Un nouveau couac pour LREM à 230 hundreds of thousands d’euros
Les discussions – parfois très tendues – ont donné lieu à plusieurs votes qui ont exaspéré le parti présidentiel, qui dispose seulement d’une majorité relative dans l’Hémicycle. Ce qui a poussé Bruno Le Maire a réclamé de la modération budgétaire: « j’en appelle au MoDem, à Horizons, aux Républicains et à Renaissance, tenons les comptes publics! », confirmant ainsi que les macronistes sans majorité absolue se tournent d’abord vers LR pour tenter d’assurer les votes sur ce paquet pouvoir d’achat.
Après un couac samedi à 120 hundreds of thousands d’euros pour la majorité LREM voté by way of un amendement de la loi du Pouvoir d’achat, le gouvernement a essuyé un nouveau revers: les oppositions se sont associées pour voter 230 hundreds of thousands d’euros de soutien aux foyers se chauffant au fioul, un amendement LR face à l’inflation. L’exécutif privilégiait une aide de 50 hundreds of thousands d’euros fléchée vers les ménages modestes. Concernant le carburant, Bercy est prêt à augmenter temporairement de 18 à 30 centimes la remise sur le litre des carburants, dans un compromis avec les députés Les Républicains.

« La remise pourrait passer de 18 à 30 centimes d’euros en septembre et en octobre, puis passer à 10 en novembre et 10 en décembre », a détaillé Bruno Le Maire samedi. Avec la remise de 20 centimes à la pompe annoncée par TotalEnergies, « vous auriez dans certaines stations companies en France un carburant à 1,5 euro », seuil défendu par LR. Le geste de Complete, qui gère un tiers des stations companies en France, aura « un effet sur la concurrence », a souligné le patron du groupe de droite Olivier Marleix lundi matin sur France Inter, se félicitant que les députés LR soient « utiles ». La menace, finalement écartée, d’une taxe sur les « superprofits » des grands groupes, qui était demandée par la gauche, le RN et mezzo voce par la droite et certains dans la majorité, a eu son effet, a-t-il aussi relevé.
Lundi soir, les députés ont en outre voté, by way of un amendement LR, un soutien financier de 15 hundreds of thousands d’euros aux petites et moyennes stations-services indépendantes, principalement dans les zones rurales. Les députés ont par ailleurs voté une aide de 15 hundreds of thousands d’euros pour renforcer les aides alimentaires en outre-mer.
La nationalisation d’EDF en débat mardi à l’Assemblée nationale
Gros morceau toujours en attente: l’Assemblée doit valider le financement par l’Etat de la renationalisation à 100% d’EDF, une opération à 9,7 milliards d’euros destinée à sortir le groupe de manufacturing et fourniture d’électricité de son ornière financière et industrielle. EDF va être dans le rouge cette année et sa dette pourrait atteindre 65 milliards d’euros. « Le groupe pourrait ne pas passer l’année », avertissait il y a quelques semaines Philippe Web page Le Merour, secrétaire du Comité social et économique central (CSEC). Pour éviter ce destin funeste, il fallait que l’Etat reprenne la essential.
L’Etat détient déjà 84% d’EDF et a l’intention de lancer une offre publique d’achat (OPA) devant se terminer fin octobre. Les oppositions n’y sont pas hostiles mais posent leurs circumstances quant à la réorganisation d’EDF et la politique énergétique. Certains groupes d’opposition redoutent que cette opération capitalistique menée par l’Etat soit une première étape vers la relance du Plan Hercule et le « dépeçage » de l’électricien français. « La nationalisation à 100% ne sera qu’une première étape d’un processus dans lequel on séparera les activités concurrentielles (les renouvelables, les réseaux) des activités non concurrentielles (le nucléaire) », indiquait l’économiste Elie Cohen. Au regard de la sensibilité de ce file politique, la nuit à l’Assemblée nationale sera encore ce mardi longue et chaude.
