Sull’addestramento, invece, nulla trapelava e ci si chiede se venga effettuato in territorio italiano, il che pare improbabile perché darebbe nell’occhio, o in basi Nato all’estero, magari in Germania e Polonia, dove siano stati inviati istruttori del nostro esercito. Guerini ha aggiunto che «continueremo a mantenere unità e determinazione a sostegno dell’Ucraina, lavorando sempre più in stretta sinergia con i associate». Il che evocherebbe una collaborazione fra Italia e Paesi alleati sui cui territori avvenga la formazione degli ucraini. Dal vertice di Praga emerge un “sì” a una campagna europea di addestramento per le truppe ucraine, ma un “ni” al blocco dei visti di russi in ingresso nell’Unione Europea, su cui ancora si discute.
La proposta d’organizzare a livello multilaterale il sostegno a Kiev period stata anticipata settimana scorsa dall’Alto rappresentante Esteri dell’Unione europea, Josep Borrell, suo maggior propugnatore.

 

 

In serata, Borrell ha annunciato che l’accordo c’è e si deve passare ai dettagli pratici: «Sono allo studio molte iniziative per l’addestramento, ma le esigenze sono enormi e dobbiamo garantire la coerenza di questi sforzi. Posso affermare che tutti gli Stati membri sono d’accordo sulla missione d’addestramento e sulla necessità di definire i parametri di una missione militare d’assistenza all’Ucraina». Ha evocato una guerra lunga: «Bisogna gettare le basi per un esercito che dovrà combattere per lungo tempo». Il piano verrà studiato in base alle richieste del ministro ucraino della Difesa Oleksi Reznikov. Ma terrà conto di difficoltà logistiche che ieri hanno fatto dire alla ministra della Difesa tedesca, Christine Lambrecht: «Stiamo raggiungendo i limiti di ciò che possiamo consegnare da parte della Bundeswehr». Significa aumentare la produzione industriale di nuove armi perché quelle in deposito stanno finendo. Anche il Wall Road Journal ha scritto, sempre ieri, a proposito degli arsenali USA che «si stanno svuotando mentre il Pentagono è lento nel rimpinguarli». Intanto, sull’thought di bloccare i visti per i russi in UE non c’è accordo. Se l’Ucraina e Paesi come Polonia, Finlandia e Stati baltici chiedono un “muro”, salvo che «per i veri oppositori di Putin», Francia e Germania sono contrarie a misure così estese.

UN FAVORE A PUTIN
In un comunicato congiunto, Parigi e Berlino affermano: «Dobbiamo lottare strategicamente per i “cuori e le menti” della popolazione russa, almeno per i segmenti non ancora completamente estraniati dall’Occidente. Sarebbe controproducente e si farebbe un regalo alla narrazione del Cremlino». La ministra degli Esteri tedesca Annalena Baerbok ha poi avanzato un possibile compromesso, sospendere l’accordo UE-Russia del 2007 per i visti validi per anni e per più ingressi, mantenendo il diritto d’ingresso nell’UE non solo agli oppositori, ma anche a giornalisti e studenti russi. Così diverrebbe più tortuoso entrare in UE, ma senza una chiusura totale.
