What a “40% Chance of Rain” Actually Means

It’s one of the most familiar numbers in any weather forecast, and one of the most misunderstood. A 40% chance of rain doesn’t mean it will rain for 40% of the day. It doesn’t mean 40% of your town will get wet, either.

What the number means

In the United States, where percentage forecasts are standard, the National Weather Service defines the “probability of precipitation” precisely. A 40% chance of rain this afternoon means there’s a 40% chance that any given point in the forecast area — your street, say — will get a measurable amount of rain during that time. “Measurable” means at least one hundredth of an inch, about a quarter of a millimetre: usually enough for puddles to start forming.

So it’s a statement about likelihood, at a single spot, over a set period. It says nothing about how long the rain will last or how heavy it will be.

Where the number comes from

Forecasters arrive at it by multiplying two things:

  • how certain they are that rain will develop or arrive at all, and
  • how much of the area they expect it to cover if it does.

That means very different situations can produce the same number. A forecaster who is 80% sure that showers will form, but expects them to cover only half the area, will forecast a 40% chance. So will a forecaster who expects a band of rain that would soak the whole area — but is only 40% sure it will arrive.

Same number, very different afternoons. In the first case, some places are likely to get wet and others won’t. In the second, it’s closer to all or nothing.

What it doesn’t mean

  • Not that it will rain for 40% of the time.
  • Not that 40% of the area will be covered by rain.
  • Not that any rain will be light. The percentage says how likely rain is, not how much — a 40% chance of thunderstorms can still bring a downpour if one arrives.

How India’s weather service describes rain

The India Meteorological Department (IMD) often describes rain in words rather than as a percentage chance, and those words tell you how widely rain is expected to fall across a region. Each has a precise meaning, based on the share of weather stations in a region — usually a meteorological sub-division — that record at least 2.5 mm of rain:

So “isolated heavy rain” is not a mild forecast. It means heavy rain is expected, but only in a limited number of places — and if you’re in one of them, it will still be heavy.

How to use a percentage forecast

  • Treat it as odds for where you are. If forecasts are well calibrated, a 40% chance means it will rain at your spot on roughly four out of every ten occasions that forecast is given. Less likely than not — but far from rare.
  • Check the time window. A chance of rain “this afternoon” and a chance of rain “today” cover different periods, so the same percentage can mean different things.
  • Look elsewhere for intensity. Words like “showers”, “heavy” or “thunderstorms” — or official weather warnings — tell you how much rain to expect. The percentage doesn’t.
  • Weigh what getting caught out would cost. A 30% chance matters far more on the day of an outdoor wedding than on a trip to the shops.
